A new Obama administration regulation–the so-called Stream Protection Rule–is about to drive up energy costs and unemployment with no gain in environmental benefits, cautions the National Mining Association. “The primary motive of this regulation is not to protect streams, as its title would suggest, but to protect federal regulators' jobs at the expense of coal miners' jobs as the nation's energy providers,” said Luke Popovich, vice president of communications for the National Mining Association. In a classic example of needless regulation, the U.S. Office of Surface Mining, or OSM, plans to change more than 475 regulations, as well as add more new rules – despite no demonstrated need. OSM has crafted the rule behind closed doors, Popovich said, shutting cooperating states out of discussions about the purpose and content of the regulation. The new rule carries a heavy economic price tag, Popovich warned. He pointed to an analysis by an independent consultant that found that OSM’s rule would put more than 268,000 mining and dependent jobs at risk—adding to the 40,000 high-wage jobs already lost in the industry. The plan for reducing carbon emissions from existing power plants that President Obama unveiled at the climate conference in Paris will come with an overall price tag that should greatly trouble American consumers and business and will have little meaningful impact on global warming, cautioned the National Mining Association. “The plan will replace low-cost power supplies with more expensive and less reliable sources of power. And these increases will show up in monthly utility bills and have a particularly devastating effect on low-income households. About half of all American families already pay close to 20 percent of their disposable income on energy-related expenses.” said Luke Popovich, Vice President, Communications, National Mining Association. America’s traffic congestion recession is over. Just as the U.S. economy has regained nearly all of the 9 million jobs lost during the downturn, a new report produced by INRIX and the Texas A&M Transportation Institute (TTI) shows that traffic congestion has returned to pre-recession levels. According to the 2015 Urban Mobility Scorecard, travel delays due to traffic congestion caused drivers to waste more than 3 billion gallons of fuel and kept travelers stuck in their cars for nearly 7 billion extra hours – 42 hours per rush-hour commuter. The total nationwide price tag: $160 billion, or $960 per commuter. Washington, D.C. tops the list of gridlock-plagued cities, with 82 hours of delay per commuter, followed by Los Angeles (80 hours), San Francisco (78 hours), New York (74 hours), and San Jose (67 hours). Not a single small SUV out of 21 tested earns a good rating in the Insurance Institute for Highway Safety’s headlight evaluations, and only four are available with acceptable-rated headlights. Among the 21 vehicles, there are 47 different headlight combinations available. More than two-thirds of them are rated poor, making this group of vehicles even more deficient when it comes to lighting than the midsize cars that were the first to be rated earlier this year. Headlight performance in today’s vehicles varies widely. Government standards are based on laboratory tests, which don’t accurately gauge performance in real-world driving. The issue merits attention because about half of traffic deaths occur either in the dark or around dawn or dusk. As with midsize cars, the IIHS evaluations of small SUVs showed that a vehicle’s price tag doesn’t correspond to the quality of headlights. More modern lighting types, including high-intensity discharge (HID) and LED lamps, and curve-adaptive systems, which swivel in the direction of steering, also are no guarantee of good performance.

The Toyota Prius v is the only midsize car out of 31 evaluated to earn a good rating in the Insurance Institute for Highway Safety’s first-ever headlight ratings. The best available headlights on 11 cars earn an acceptable rating, while nine only reach a marginal rating. Ten of the vehicles can’t be purchased with anything other than poor-rated headlights. A vehicle’s price tag is no guarantee of decent headlights. Many of the poor-rated headlights belong to luxury vehicles. The ability to see the road ahead, along with any pedestrians, bicyclists or obstacles, is an obvious essential for drivers. However, government standards for headlights, based on laboratory tests, allow huge variation in the amount of illumination that headlights provide in actual on-road driving. With about half of traffic deaths occurring either in the dark or in dawn or dusk conditions, improved headlights have the potential to bring about substantial reductions in fatalities.
