In its annual report on the EU budget published today, the European Court of Auditors (ECA) warns that the budget system is too focused on just getting funds spent and needs to place more emphasis on achieving results. As independent auditor, the ECA signed off the 2013 accounts of the European Union, but stresses that the management of EU spending is not yet good enough overall - either at EU level or in the Member States.
Throughout the 2007 to 2013 spending period, say the EU Auditors, the priority was given to spending the money - ‘use it or lose it’ - rather than to achieving good results. For instance, the choice of projects to receive EU funds focused first on disbursing the EU money available, secondly on complying with the rules, and only then - and to a limited extent - on results and impact.

Ahead of World Mental Health Day, today sees the publication of the Mental Health Integration Index, a new research initiative commissioned by the Janssen Pharmaceutical Companies of Johnson & Johnson and undertaken by the Economist Intelligence Unit.1 The research explores the challenges of integrating Europeans with mental illness into society and employment, within the European Union’s 28 Member States, plus Norway and Switzerland. The U.S. Environmental Protection Agency (EPA) has proposed sweeping regulations that would require states to reduce carbon dioxide emissions from the electricity sector by an average of 30 percent nationally. This costly plan is another step in the administration's policies designed to eliminate low cost and reliable electricity and replace it with more expensive and less reliable sources.
"The rule is a stunning attempt to remake the nation's entire electric grid at great cost to households and businesses across the US. Our manufacturing base will become less competitive because of higher electricity prices. The impact of this regulation will be felt by families as they will spend more to heat and cool their homes. Non-profit Enroll America, the nation’s largest health care enrollment coalition, is working with the Ad Council to encourage women to sign up for health insurance under the Affordable Care Act during the next open enrollment period, which runs from November 15, 2014 through February 15, 2015.
To raise awareness, Enroll America is working with the Ad Council to continue its successful “Take Care, People” integrated public service advertising (PSA) campaign encouraging the uninsured, particularly women, to enroll. According to the U.S. Department of Labor, women make 80% of the health care decisions for their families. Women are also 47% more likely than their male counterparts to share information about health care with their friends, family and community. Lack of awareness is a critical issue among women, however, with 79% of those in the Enroll America study saying they do not know enough about the new law.

The EU’s cyber security agency, ENISA, has issued its final report on the first Pan-European cyber security exercise for public bodies, 'Cyber Europe 2010'. The report underlines the need for more cyber security exercises in the future, increased collaboration between the Member States and the importance of the private sector in ensuring IT security.
