See what happens in this video when the pressure/energy of the water of a street pipe (during this particular storm) became high enough that the water in the drainage system, upon being given a vertical outlet, was pushed to an elevation that exceeded the ground (or street) elevation at the outlet location. In Budapest, a woman driver takes her car out for a drive immediately after a flood, finding herself suddenly engulfed & stuck in a huge water puddle. Trying to get out, to no avail, her car is sunk & she eventually has to get out & start swimming.
