In its annual report on the EU budget published today, the European Court of Auditors (ECA) warns that the budget system is too focused on just getting funds spent and needs to place more emphasis on achieving results. As independent auditor, the ECA signed off the 2013 accounts of the European Union, but stresses that the management of EU spending is not yet good enough overall - either at EU level or in the Member States.
Throughout the 2007 to 2013 spending period, say the EU Auditors, the priority was given to spending the money - ‘use it or lose it’ - rather than to achieving good results. For instance, the choice of projects to receive EU funds focused first on disbursing the EU money available, secondly on complying with the rules, and only then - and to a limited extent - on results and impact.

According to the 2016 Franchise Business Economic Outlook report, employment growth in the franchise sector will continue to outpace the growth of employment in all businesses economy-wide, as it has in each of the last six years. The franchise industry is set to grow by 1.7 percent in 2016 which added over 13,000 new franchise businesses, generating over $900 billion in economic output and 278,000 new jobs in 2015.

INRIX®, Inc., a global leader for transportation analytics, today released its 2015 Traffic Scorecard, a benchmark for governments and agencies in the U.S. and Europe to measure progress in improving urban mobility.
The report reveals the U.S. faces large challenges to solve congestion issues, fueled by continued economic and population growth, higher employment rates and declining gas prices. Cities that have experienced the most economic improvement during the past year are at highest risk for consequences related to worsened traffic conditions, including reduced productivity, higher emissions and increased stress levels. For example, Washington D.C., San Francisco, New York, Seattle and Boston all saw reduced unemployment rates bringing them below the national average of 5.3 percent for 2015.1 However, according to the INRIX Traffic Scorecard, congestion in those cities alone combined to waste 1.5 billion hours for daily car commuters last year. Nationwide, commuters spent a total of more than eight billion extra hours stuck in traffic, representing almost 50 hours per driver.

A whopping 80 percent of enterprises are investing today in AI, but one in three business leaders believe their company will need to invest more over the next 36 months to keep pace with competitors. Portland, Oregon has the best preterm birth rate of the top 100 cities with the most births nationwide, while Shreveport, Louisiana has the worst, according to the 2015 March of Dimes Premature Birth Report Card, which for the first time graded cities and counties around the nation and revealed persistent racial, ethnic and geographic disparities within states.
The U.S. preterm birth rate ranks among the worst of high-resource countries, the March of Dimes says. Worldwide, 15 million babies are born preterm, and nearly one million die due to early birth or its complications. Babies who survive an early birth often face serious and lifelong health problems, including breathing problems, jaundice, vision loss, cerebral palsy and intellectual delays.

Since 1984, the National Insurance Crime Bureau (NICB) has published annual reports—known today as Hot Spots—that examine vehicle theft at the national and local level. The national preterm birth rate fell to 11.4 percent in 2013 – the lowest in 17 years -- meeting the federal Healthy People 2020 goal seven years early. Despite this progress, the U.S. still received a “C” on the 7th annual March of Dimes Premature Birth Report Card because it fell short of the more-challenging 9.6 percent target set by the March of Dimes, the group said today.
